The U.S. Department of Justice (DOJ) revealed that the fungus, identified as <em data-start=\"618\" data-end=\"640\">Fusarium graminearum<\/em>, is capable of inflicting devastating damage on crops and causing billions of dollars in economic losses worldwide.<\/p>\n<p data-start=\"758\" data-end=\"1139\">The DOJ stated that the fungus, also known for causing \u201chead blight\u201d in grain crops like wheat and barley, is considered in scientific circles as a potential agroterrorism agent due to its impact on food security. Jian, 33, was affiliated with a research laboratory at the University of Michigan, where Liu intended to study the fungus informally.<\/p>\n<p data-start=\"1539\" data-end=\"1824\">The FBI claims that the two had been discussing their plans and lab work via electronic communications well before Liu\u2019s arrival. These conversations included references to shipping biological material and conducting unauthorized research \u2014 serious red flags for federal investigators.<\/p>\n<h3 data-start=\"1826\" data-end=\"1874\">Legal Charges and National Security Concerns<\/h3>\n<p data-start=\"1876\" data-end=\"2164\">Both individuals now face multiple federal charges, including conspiracy, smuggling, false statements, and visa fraud.
